The National Frequency Allocation Plan (NFAP) 2025 review is advancing with the second meeting of the NFAP Review/Revision Committee. The session focused on reviewing proposals from Working Groups (WGs) for additions and modifications to IND footnotes. Here’s a detailed overview of the discussions and decisions:

  1. Use of HIBS for IMT Base Stations Below 2.7GHz: Proposals were considered for the use of High Interference Base Stations (HIBS) to enhance the performance and coverage of IMT base stations operating below 2.7 GHz.

  2. Spectrum Requirement for 470-960 MHz in Region 1: Discussions addressed the spectrum needs within the 470-960 MHz frequency range, which is critical for various communication and broadcasting services in Region 1.

  3. New Aeronautical Mobile Satellite Service Allocation (117-975137 MHz): A new allocation has been proposed for Aeronautical Mobile Satellite services within the frequency range of 117-975137 MHz to support growing aviation communication needs.

  4. Introduction of Digital Safety Applications in the AMS HF Band: The introduction of digital safety applications in the Aeronautical Mobile Satellite (AMS) HF band, based on ITU studies, aims to improve safety and operational efficiency.

  5. Modernisation of GMDSS and E-Navigation: The modernisation of the Global Maritime Distress and Safety System (GMDSS) includes the introduction of e-navigation. New frequency bands (161.9625 to 161.9875 MHz and 162.0125 to 162.0375 MHz) are being considered for automatic identification systems (AIS).

  6. New Secondary Allocation for EESS (Active) for Space-Borne Radar Sounder: A new secondary allocation around 45 MHz for Earth Exploration Satellite Services (Active) will support space-borne radar sounder applications.
