1. Order Extension: 6 months of extension granted to the timelines for the implementation of the “Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021” for the product category: CCTV Camera by Ministry of Electronics and Information Technology (MEITY).
The new implementation date for the said order now is 09-04-2025.
2. Series Guidelines: Ministry of Electronics and Information Technology (MEITY) also released Series Guidelines for CCTV Products in accordance with the Essential Requirements (ERs) for CCTV under CRO, as mentioned below:
- Same System-on-Chip (SoC)
- Identical PCBA layout for security-related circuit elements.
- The arrangement of critical components such as microcontrollers, sensors, memory, and power management units must remain the same.
- Variations in features such as housing, lens, mounting , interface boards/pins and connectors are allowed.
- Consistent wireless or wired communication protocols (e.g., Bluetooth, Wi-Fi, Ethernet) to maintain uniform communication functions.
- Identical software/firmware versions with matching hash values (including Major, Minor and Build versions).
- Identical bill of materials (BoM) of Hardware
- Variations in passive components like Image Sensors, Lenses, Resistors, Capacitors, Power Driver ICs, ADCs & DACs and RAM are allowed only if not affecting the ER.

- The software bill of materials (BoM) must include all firmware components, open-source libraries, operating system components, third-party software, network protocols, proprietary software, database components, security features as per ER and any other software components.
- The issued certificate must include key details such as a picture of the product or DUT (Design under Test), model number, chipset information (including country of origin, make & model no.), firmware version, and hash value. Any deviations must be documented with a differential analysis report.
- Same System-on-Chip (SoC)
The above issued series guidelines must be followed for any CCTV products being developed, marketed, or distributed under this compliance framework. These guidelines are to ensure uniformity and consistency within the product series.
3. BIS Guidelines for implementation of ER for Security of CCTV under (Compulsory Registration Scheme (CRS):
a) Existing licensees of ‘CCTV Cameras’ as per IS 13252 (Part 1) : 2010/ IEC 60950-1 : 2005
i. Existing licensees of CCTV Cameras shall apply online through the “Apply for Standard Revision/ Amendment/ Essential Requirement” module along with test report for ER: 01.
ii. Applicable Fees:
- Inclusion test report: INR 30,000/- + applicable taxes per test report
- Additional test report: INR 20,000/- + applicable taxes per test report
- iii. All non-compliant models shall be deleted from the scope of License and registration shall be liable for cancellation after 09 April 2025.
b) New Applicants of CCTV Cameras:
i. Applications for CCTV Cameras may be submitted along with test report for ER: 01 in addition to test report as per IS 13252 (Part 1): 2010.
ii. Processing of Applications without test report for ER: 01 shall be permitted only upto 09 April 2025.
iii. In case of above point no. 3 (B) (ii), a declaration from the applicant will also be required to submit that they will implement the revised Standard by 09 April 2025.
iv. Beyond 09 April 2025, above point no. 3 (B) (ii) will not be valid and registration will not be granted to such applications which are not complying with ER: 01
c) Change in Scope of License:
i. Inclusion applications for CCTV Cameras may be submitted along with test report for ER: 01 in addition to test report as per IS 13252 (Part 1): 2010.
ii. Processing of Applications without test report for ER: 01 shall be permitted only upto 09 April 2025.
iii. In case of above point no. 3 (C) (ii), a declaration from the applicant will also be required to submit that they will implement the revised Standard by 09 April 2025.
iv. Beyond 09 April 2025, above point no. 3 (C) (ii) will not be valid and registration will not be granted to such applications which are not complying with ER: 01.
v. Existing Licensees shall not use the Inclusion module to apply for implementation of Essential requirements of registered models. Instead, they may use the module as already mentioned in 3 (A)(i).
d) Models complying with the above Order may display the following on the packaging: “This CCTV camera complies with Essential Requirement(s) for Security”.
e) Provision for generating Test Request for ER for Security of CCTV– ER: 01 has been made live on BIS Portal.
