Ukraine Expands Radio Equipment Rules with New Frequency Bands

National Commission for State Regulation in Electronic Communications and Radio Frequency Spectrum (NCEC) of Ukraine adopted Decision No. 362, introducing major updates to the general conditions governing radio equipment and radiating devices. This revision modifies the earlier Resolution No. 81 (February 12, 2025), refining several technical and regulatory parameters.

Key Addition: New Frequency Bands

The decision, enacted under Article 65 of Ukraine’s Law on Electronic Communications, follows consultation with accredited conformity assessment bodies and technical experts.

The most notable change is the inclusion of Band 28 and Band 77/78 within the national approval framework. While these frequency ranges are now eligible for certification and regulatory compliance testing, no commercial operator licenses have been issued yet for active use of these bands.

Implications for Industry Players

The Department of Radio Frequency Spectrum will soon publish the revised conditions on the official NCEC portal.
Manufacturers, importers, and testing laboratories are encouraged to:

Review the updated frequency allocations and technical rules.

Adjust conformity documentation and testing processes to align with the new requirements.

Prepare for future licensing or market developments that may involve the newly recognized bands.
