China Issues New CCC Implementation Rules for Lithium Batteries and Power Banks

The National Certification and Accreditation Administration (CNCA) has released the Trial Implementation Rules for Compulsory Product Certification of Mobile Power Supplies, Lithium-Ion Batteries, and Battery Packs under document number CNCA-C09-02:2025. These new rules will take effect on August 15, 2025, and will replace the corresponding provisions previously outlined in CNCA-C09-01:2023 for the applicable product categories.

Scope of Application

The updated certification rules apply to the following product categories:

  • Mobile power supplies (e.g., power banks)

  • Lithium-ion batteries

  • Lithium-ion battery packs

Products falling within this scope must meet applicable GB/T and GB national standards, covering:

  • Electrical safety

  • Mechanical integrity

  • Environmental performance

  • Labeling and marking requirements

Certification Framework

The certification model consists of:

  1. Type Testing

  2. Initial Factory Inspection

  3. Post-Certification Surveillance

 Type Testing

All type testing must be performed at CNCA-designated laboratories to verify compliance with referenced standards.

Factory Inspection

Initial inspections will evaluate:

  • Quality management systems

  • Production consistency

  • Alignment with technical documentation

🧩 Unit Division

Products will be grouped into certification units based on design, function, and key components, ensuring consistency in the evaluation process across similar products.

Certification Procedure

  1. Application Submission

    • Technical specifications

    • Design drawings

    • Safety and performance test reports

    • Production quality control documentation

  2. Type Testing

    • Conducted by authorized labs to ensure compliance with applicable standards

  3. Factory Inspection

    • On-site audits reviewing quality systems and testing capabilities

  4. Evaluation & Certification Decision

    • Certification bodies will issue CCC certificates upon successful evaluation

Manufacturer Classification and Compliance Monitoring

The CNCA introduces a classification system to assess manufacturers and determine the frequency of ongoing surveillance. Key criteria include:

  • Maturity of the quality management system

  • Compliance history

  • Product risk profile

Ongoing compliance will be monitored through:

  • Annual factory audits

  • Market surveillance

  • Random product sampling from factories or retail markets

Higher-risk products or lower-rated manufacturers may be subject to increased inspection frequency.

CCC Marking Requirements

Certified manufacturers must apply the China Compulsory Certification (CCC) mark in accordance with CNCA guidelines. Any variation in the mark’s design must be pre-approved. Unauthorized use or alteration of the CCC mark may result in penalties or enforcement actions.
