Indonesia Proposes New Technical Standards for Land Mobile Radio Devices

Indonesia’s Ministry of Communication and Digital is moving forward with a major revision of its technical standards for land mobile radio (LMR) telecommunication equipment. This effort is anchored in Government Regulation No. 46/2021, which requires all telecom equipment manufactured, assembled, or imported for use or trade in Indonesia to comply with national technical standards.

The planned framework is designed to modernize outdated rules from the late 1990s and 2000s, ensuring that regulations keep pace with today’s radio communication technologies.

Key Highlights of the Draft Regulation

1. Updated EMC & Safety Compliance

Devices must now meet CISPR 32 or ETSI EN 301 489 for electromagnetic compatibility.

Electrical safety will be evaluated against IEC 60950-1 or IEC 62368-1 standards.

2. Clearer Device Classifications

Land Mobile Radios will be categorized into conventional, trunking, and private mobile radio.

Conventional and trunking radios will be further divided into handheld, mobile, base/repeater, and radio modem types.

3. Frequency Band Adjustments

Frequency allocations are being refined to align with the National Frequency Allocation Plan (TASFRI).

Example: UHF devices will operate within 300–470 MHz, while ranges like 450–512 MHz will no longer be permitted.

4. Streamlined Test Parameters

Testing will focus on critical interference-prevention metrics:

  • Frequency range,
  • Channel spacing,
  • Output power,
  • Spurious emissions,
  • Frequency stability.

Non-essential parameters (temperature, impedance, modulation, etc.) will no longer be tested.

5. Alignment with Global Practices

Test methods will adopt internationally recognized procedures to simplify certification for both local and global manufacturers.

 Repeal of Legacy Standards

Once adopted, the new decree will revoke older regulations covering analog trunking, HF/VHF/UHF communications, base stations, digital trunking radios, modems, and other general radio requirements issued between 1996 and 2009.

Stakeholder Engagement

In line with Law No. 30/2014 on Government Administration, the Ministry has released the draft for public consultation. Industry stakeholders, manufacturers, and service providers are strongly encouraged to review the proposal and provide input before final adoption.
