The Communications Commission of Kiribati (CCK) has enacted updated Type Approval Rules as of 16 May 2025, strengthening the regulatory framework for communications equipment and ensuring alignment with international technical standards.
What’s New & Why It Matters
Purpose & Authority
Under Sections 61 and 62 of the Communications Act of 2012, CCK has the authority to dictate technical standards for equipment connected to licensed networks—prohibiting devices that cause interference, compromise network reliability, or pose health and safety risks.
These updated rules reinforce those protections, emphasizing consistent service and public safety.Scope of Covered Equipment & Standards
The regulations cover a broad range of devices, including mobile devices, radios, IoT gear, networking equipment, telecommunications infrastructure, and more. CCK recognizes conformity to standards set by ACMA (Australia), CE (Europe), FCC (USA), and ITU.Streamlined Authorization
Each equipment type only needs approval once. Approved devices are listed in a publicly accessible Type Approval Register—applicants can and should verify whether their equipment is already authorized to avoid duplication.Exemptions Clarified
Equipment already in use before these rules took effect remains considered approved—unless found non-compliant. Personal imports for private use also need not undergo approval, provided they bear a recognized compliance mark (e.g., ACMA, CE, FCC, ITU).Application Process – Clear & Efficient
CCK accepts submissions by email, post, or in person. Every application must include:Declaration or Certificate of Conformity
Accredited test reports (ACMA, CE, FCC, or ITU)
Equipment documentation (e.g., manuals, catalogues)
Proof of compliance labeling
Description of local repair provisions
Application fee receipt
Once received, complete applications are processed within 7 calendar days, with successful submissions listed in the official register and a Type Approval Certificate issued for future importers.
