Singapore Strengthens Consumer Protection by Transferring Product Safety and Metrology Functions to CCCS

Singapore’s Ministry of Trade and Industry announced that consumer product safety and legal metrology functions will move from Enterprise Singapore (EnterpriseSG) to the Competition and Consumer Commission of Singapore (CCCS). This restructuring follows the passing of the Competition (Amendment) Bill.

Why It Matters
The Consumer Product Safety Office (CPSO) and the Weights and Measures Office (WMO), which previously operated under EnterpriseSG, now fall under CCCS. This transition expands CCCS’s mandate to include not only fair trading and competition matters, but also consumer product safety and accurate measurement standards.

When Does It Take Effect?
The Competition (Amendment) Act 2025 took effect on July 1, 2025, at which point CPSO and WMO officially came under CCCS.

Implications

  • CCCS’s Expanded Mandate

    • Competition and fair trading matters

    • Consumer product safety regulation

    • Legal metrology (weights and measures)

  • For Businesses: All current registrations, certifications, and compliance obligations under CPSO and WMO continue to remain valid under CCCS.

  • For Consumers: A more streamlined framework where issues of fair trade, product safety, and measurement standards can be addressed through a single body.
