Update on Security Certification for Highly Specialized Equipment (HSE)

To streamline the certification process for specialized telecom equipment, NCCS has issued key guidelines regarding security certification for HSE: 

  •  HSE Classification will follow criteria as notified by TEC. Refer: Notification No. 6-6/2024-TC/TEC dated 02.06.2025. 
  •  For HSEs with provisional ER certificates, applicants can apply for provisional security certification via the ER → ER+ITSAR upgrade flow on the MTCTE portal (select certificate type as provisional). 
  •  If both ER and ITSAR provisional certificates are needed, apply under ER+ITSAR fresh application for provisional certification. 
  •  A Self-Declaration of Conformity (SDoC) to the applicable ITSAR must be submitted in all such cases. The SDoC format is available on the MTCTE portal. 
  • No Security Report Evaluation Fee will be charged. 
  •  Validity of the provisional certificate: 2 years or the remaining validity of the ER provisional certificate – whichever is lesser. 

This is a significant step to ease compliance for high-tech telecom equipment and accelerate time-to-market.
