BIS Publishes Revised Standard IS 16103 (Part 1):2025 / IEC 62031:2018 for LED Modules

The Bureau of Indian Standards (BIS) has revised IS 16103 (Part 1):2012, which governs the safety requirements for LED modules. The new version, published as IS 16103 (Part 1):2025 / IEC 62031:2018, aligns Indian requirements with the corresponding international IEC standard.

This update enhances the safety, reliability, and compliance of LED products in the Indian market—introducing improved definitions, streamlined marking rules, and additional safety tests.


 

🔑 Key Updates in the 2025 Revision

  1. New Definitions
    • Introduction of replaceable, non-replaceable, and non-user-replaceable LED module categories.
  2. Marking Requirements
    • Reorganized marking provisions with a simplified overview table.
    • Specific rules for built-in LED modules and working voltage.
    • Annex B deleted.
  3. Enhanced Safety Tests
    • Abnormal temperature test.
    • Photobiological safety testing.
    • Additional luminaire design considerations (voltage & water contact).

 

📌 Implementation Guidelines

For Existing Licensees

  • All licences must transition to IS 16103 (Part 1):2025 by 21 January 2026.
  • Compliance must be proven via BIS-recognized test reports for lead models under the old 2012 version.
  • An undertaking is required confirming that the revised standard applies to all series models.
  • Non-compliance may result in licence cancellation or deletion of models.

For New Applicants

  • Pending applications with samples/reports under the old version may proceed.
  • New applications may apply under either version until 21 January 2026, with a declaration to migrate.
  • No licences will be issued under the 2012 standard after that date.

For Licence Scope Changes

  • The same rules as new applicants apply. Requests under the 2012 version will only be accepted until the earlier of the applicant’s switchover date or 21 January 2026.

 

📅 Effective Date

The new guidelines are effective immediately.
The old standard, IS 16103 (Part 1):2012, will run concurrently only until 21 January 2026, after which it will be withdrawn.
