On August 15, 2025, the National Telecommunications Agency (Anatel) of Brazil initiated three public consultations designed to modernize critical regulatory frameworks within the telecommunications sector. Stakeholders can submit feedback through the Participa Anatel platform until September 29, 2025.
The consultations cover three strategic areas: network roaming, artificial intelligence governance, and cybersecurity regulation.
Roaming and Infrastructure Sharing
Public Consultation No. 30 focuses on proposed revisions to the General Regulation for Telecommunications Services (RGST). The goal is to enhance mobile service coverage through more efficient infrastructure sharing and expanded national roaming obligations, particularly in highway corridors and underserved regions.
The proposal also explores permitting roaming in locations where a single operator bears investment obligations, enabling better service availability without redundant network builds. Anatel is seeking public input on which technologies should be covered to ensure both competitive balance and optimal use of existing assets.
Responsible Use of Artificial Intelligence
Public Consultation No. 31 introduces draft updates to the Regulatory Oversight Regulation aimed at embedding ethical and responsible AI practices within the telecom sector.
This proposal aligns national regulations with global standards developed by UNESCO and the International Telecommunication Union (ITU). It underscores the close relationship between AI and connectivity and highlights the need for governance mechanisms that promote sustainable innovation and protect public interest.
Strengthening Cybersecurity Regulation
Public Consultation No. 32 addresses updates to Anatel’s Cybersecurity Regulation. The revised framework is designed to respond to emerging digital risks and strengthen the sector’s resilience. Key focus areas include:
- Countering new threat vectors, including AI-driven cyberattacks,
- Addressing vulnerabilities across multiple network layers,
- Expanding oversight of cloud and data center infrastructure integrated with telecom networks,
- Promoting energy-efficient and environmentally responsible infrastructure deployment.
Through this initiative, Anatel aims to bolster the security posture of Brazil’s telecommunications ecosystem while encouraging technological innovation and sustainable operational practices.
