Hong Kong’s Communications Authority has released a set of updated technical specifications that reshape the requirements for wireless devices entering the local market in 2025. The new documents introduce dedicated performance and compliance rules for LTE equipment, 5G NR terminals, and Wi-Fi 6E products. These changes directly affect manufacturers, importers, and certification teams preparing devices for Hong Kong.
New Requirements for LTE Equipment
A new specification, TAC 014 Issue 1, outlines the acceptance criteria for LTE (E-UTRA) devices operating in the 1880–1920 MHz band. The rules apply to a wide range of user equipment such as smartphones, CPE routers, modules, and IoT terminals.
Compliance is evaluated against the following standards:
- ETSI EN 301 908-1
- ETSI EN 301 908-13
- 3GPP TS 36.101 and TS 36.521-1
Meeting these requirements is mandatory before LTE equipment can be sold in Hong Kong.
5G NR Standards Expanded With HKCA 1085
Hong Kong has also introduced HKCA 1085 Issue 1, which sets technical performance requirements for 5G New Radio user equipment. This specification spans an extensive frequency range, from 703 MHz up to 28.35 GHz, and includes access to the 6 GHz (6425–7125 MHz) band.
Products must follow:
- ETSI EN 301 908-1 and 908-25
- 3GPP TS 38.101 and TS 38.521
All 5G NR devices must obtain certification under the HKTEC Scheme before entering the market.
Updated Wi-Fi 6E Rules Under HKCA 1081 Issue 2
The revised HKCA 1081 Issue 2 provides updated regulatory guidance for Wireless LAN equipment operating in the 6 GHz range. The update clarifies equipment classifications and spectrum rules while removing previous electrical-safety-related requirements.
Key parameters include:
- Usable spectrum: 5.945–6.425 GHz
- Indoor maximum power: 24 dBm EIRP
- Outdoor maximum power: 14 dBm EIRP
Device categories: Low Power Indoor (LPI) and Very Low Power (VLP)
Devices must be tested to ETSI EN 303 687 and certified through the HKTEC Scheme.
