BIS Issues Transition Guidelines for Revised IS/IEC 61730 Standards for Solar PV Modules

The Bureau of Indian Standards (BIS) has issued official guidelines for the transition from the existing Indian Standards IS/IEC 61730-1:2016 and IS/IEC 61730-2:2016 to the newly revised editions IS/IEC 61730-1:2023 and IS/IEC 61730-2:2023, which define safety qualification requirements for photovoltaic (PV) modules.

These guidelines outline the required process for all manufacturers and BIS licensees to migrate to the updated standards under India’s Compulsory Registration Scheme (CRS).

Background

The Ministry of New and Renewable Energy (MNRE), through the QCO: Solar Systems, Devices and Components Goods Order, 2025, updated the mandatory safety requirements for PV modules.
In line with the latest IEC developments, BIS has now adopted IS/IEC 61730-1:2023 and IS/IEC 61730-2:2023, replacing the 2016 editions to ensure alignment with current international safety benchmarks. For more information, access the official documentation below:

Transition Timeline

PeriodRequirement / ActivityRemarks
Current – 15 February 2027 Both IS/IEC 61730-1 & 61730-2 (2016 and 2023 editions) operate concurrently. Manufacturers may continue using the 2016 standards but are advised to initiate transition to the 2023 versions. Applications for changeover must be filed through the “Standard Revision / Amendment / Essential Requirement” module on the BIS CRS portal and supported by valid test reports.
By 15 February 2027 All registered models must comply with IS/IEC 61730-1:2023 / 61730-2:2023. Licences or models that do not transition to the 2023 editions will be cancelled or deleted from the BIS registry.

Transition Procedure

According to BIS:

  • All existing licensees must apply with the partial testing of the representative model as per the points below and Annexure-A of the circular: 

    • For Bifacial modules with declared aBSI > 300W/m² : Sequences B, B1, C, D, E, F, G with all preceding tests, MST 02, MST 24, MST 04 (if applicable). 
    • Monofacial modules and Bifacial modules with declared aBSI = 300W/m² : Sequences D, F (MST 25 and MST 22 may be omitted) & G with all preceding tests, MST 02, MST 24, MST 04 (if applicable) 

 

 

What Manufacturers Should Do

To ensure compliance and uninterrupted certification, all Solar PV Module manufacturers should:

  1. Plan and initiate product testing as per IS/IEC 61730-1:2023 / 61730-2:2023.

  2. Submit transition applications with valid test reports before 15 February 2027.

  3. Confirm that all models under licence are aligned with the revised standards.
