Pakistan’s PTA Releases Revised Terrestrial IoT and SRD Regulatory Framework

The Pakistan Telecommunication Authority (PTA) has issued a revised version of its regulatory framework for Short Range Devices (SRD) and Terrestrial Internet of Things (IoT) services, officially released on 18 December 2025. This updated framework outlines the technical, regulatory, and spectrum management conditions governing the operation, deployment, and licensing of SRD and terrestrial IoT systems in Pakistan.

The Revised IoT and SRD Framework (Version 1.4) was published on 18 December 2025 and takes effect immediately upon release.
All stakeholders — including manufacturers, importers, and IoT service providers — are expected to review the revised requirements and align their product compliance and licensing documentation accordingly.

Background

The revised document replaces earlier versions of the IoT and SRD framework first introduced by the PTA to regulate low-power, non-interference radio applications operating in designated licence-exempt spectrum bands.
The 2025 update introduces adjustments to frequency allocations, technical limits, and device registration procedures, with an emphasis on ensuring efficient spectrum use and minimising harmful interference.

Key Highlights from the Revised Framework

1. Updated Technical and Spectrum Parameters

The revised framework reaffirms the allocation of frequency bands for Short Range Devices (SRDs) and IoT applications, specifying:

  • Maximum transmit power limits,

  • Duty cycle restrictions, and

  • Antenna requirements for various SRD categories (e.g., RFID, alarms, wireless data links, and remote controls).

This update refines technical parameters to ensure greater coexistence among IoT and SRD systems operating in unlicensed spectrum.

2. Equipment Type Approval

All radio and IoT devices intended for sale, import, or deployment in Pakistan must continue to obtain Type Approval from the PTA in accordance with applicable procedures.
The framework reinforces that equipment operating in the designated SRD/IoT bands must comply with PTA Type Approval Technical Standards and associated testing requirements.

3. Licence and Authorization Requirements

The revised policy clarifies that:

  • SRD devices operating strictly within the defined technical limits may be used licence-exempt.

  • IoT network operators or service providers, however, must obtain the appropriate licence or authorization from the PTA before commercial deployment.

4. Alignment with International Standards

The framework references alignment with recognised global standards for SRD and IoT regulation — promoting interoperability and harmonisation across regional markets.
