Serbia Revises National Frequency Allocation Plan

The Government of Serbia has enacted new spectrum regulations through Official Gazette No. 76/2025, introducing amendments to the Radio Frequency Band Allocation Plan. These changes establish a clear roadmap for the transfer of several key spectrum bands from defense and emergency operations to civilian telecommunications oversight, with funding and timelines defined for the transition.

Transfer of Spectrum from Military to Civilian Use

The amendment focuses on reallocating the following frequency blocks:

  • 862–880 MHz
  • 915–930 MHz
  • 930–935 MHz

Currently reserved for defense and security systems, these bands will gradually be reassigned to civilian-managed telecom networks, enabling the expansion of commercial and public communications services.

National Notes Revised: SRB38 and SRB38B

Two key national footnotes in the Allocation Plan have been updated:

SRB38: Sets the groundwork for the step-by-step withdrawal of emergency and defense users from the 862–880 MHz and 915–930 MHz ranges. It also mandates the government to issue a separate financing act to support the relocation and modernization of affected systems.

SRB38B (New): Introduces a firm deadline of December 1, 2026 for the Serbian Army to vacate the 930–935 MHz band. This deadline depends on the availability of funds and the operational readiness of replacement frequency allocations.

Implementation and Oversight

The regulation outlines that the financial and technical arrangements for the spectrum transfer will be determined in a standalone government decision. Only once defense users are fully operational in their new bands will the regulatory authority or government assume control of the released frequencies.

The measure aligns Serbia’s spectrum policy with international radio regulations and European Union standards, ensuring efficient and harmonized use of the national spectrum.

Adjustment to Allocation Table

Table 1 of the plan has also been revised. A new reference, SRB38V, has been inserted for the 925–942 MHz range to complement ongoing reallocation efforts and provide a structured framework for managing adjacent frequencies.
