Pakistan Updates Regulatory Framework for Short Range Devices and Terrestrial IoT (Version 1.4)

The Pakistan Telecommunication Authority (PTA) has officially issued a revised Regulatory Framework (Version 1.4) for Short Range Devices (SRDs) and Terrestrial Internet of Things (IoT) equipment.
The updated framework was released on 18 December 2025 and is effective immediately.

This revision replaces earlier versions of the SRD and IoT framework and introduces updated technical and regulatory requirements applicable to wireless devices operating in Pakistan.

Scope of the Revised Framework

The revised framework applies to Short Range Devices and Terrestrial IoT equipment operating within the frequency bands and technical conditions defined by the PTA.
It establishes updated requirements governing technical performance, authorization, and approval of applicable wireless equipment prior to market entry.

Key Revisions

Updated Technical Requirements

Under Version 1.4, the PTA has introduced revised technical limits intended to reduce interference and improve spectrum efficiency.
These include updated constraints relating to:

  • Transmission power

  • Duty cycle

  • Antenna specifications

Devices operating under the SRD and Terrestrial IoT categories must comply with these limits in order to qualify for license-exempt operation.

Type Approval Requirement

The revised framework confirms that all SRD and Terrestrial IoT hardware must obtain PTA Type Approval before being imported, marketed, or sold in Pakistan. This applies regardless of whether the equipment operates under license-exempt conditions.

Licensing and Authorisation

While individual SRD and IoT devices remain license-exempt when operated within the prescribed technical limits, the framework distinguishes this from commercial service deployment. Providers offering commercial IoT services are required to obtain formal authorization from the PTA, in accordance with the revised framework.

Alignment with International Standards

The updated Version 1.4 framework reflects closer alignment with international wireless standards and protocols, supporting harmonisation of technical requirements and facilitating cross-border trade for compliant IoT and SRD equipment.

What This Means for Manufacturers and Importers

Manufacturers and importers placing SRD or Terrestrial IoT products on the Pakistani market are required to:

  • Ensure technical compliance with the updated Version 1.4 limits

  • Update product documentation and test evidence in line with the revised framework

  • Secure PTA Type Approval prior to importation or sale

Failure to align with the updated requirements may result in certification delays or customs clearance issues.
