South Africa Type Approval For Radio Products

What is ICASA Certification

ICASA Certification is a mandatory Type  approval process required for all radio frequency and telecommunications equipment to be sold or used in South Africa. This certification ensures that products comply with the safety, performance, and technical standards set by the Independent Communications Authority of South Africa (ICASA).

The goal is to protect the integrity of South Africa’s communications infrastructure and ensure the safety of users.

Regulatory Authority

The Independent Communications Authority of South Africa (ICASA) is the body responsible for regulating the communications sector, including telecommunications, broadcasting, and postal services.

ICASA ensures that all equipment used within these sectors meets specific regulatory and technical standards to facilitate effective communication and prevent interference.

 

Products that require ICASA Certification

Products that must undergo ICASA Certification include:

  • Mobile phones and tablets
  • Wi-Fi and Bluetooth devices
  • Radio communication equipment
  • Broadcasting equipment
  • Industrial and scientific equipment with radio functionality

ICASA Type Approval Process

The ICASA certification process is divided into several key phases to ensure compliance with South African regulatory standards. This process involves testing for performance, electromagnetic compatibility (EMC), and safety of radio frequency and telecommunications equipment.

Testing Phases


Performance Testing: Equipment is tested to verify it meets the technical standards specified by ICASA.
Electromagnetic Compatibility (EMC) Testing: This includes both emission and immunity measurements to ensure the equipment does not interfere with other devices.
Safety Testing: Equipment is tested to ensure it is safe for use and does not pose any hazards.


Application Procedure


Applicants must complete the relevant application form and provide conformance test reports from internationally recognized test facilities or laboratories. The following steps outline the process:

Registration:

Applicants must register on the ICASA database as a Supplier of Equipment. This is a one-time registration at no additional cost.
Only South African registered entities can be granted registration.
Any changes in the supplier’s details must be updated with ICASA within 30 days.


Application Submission:

Submit the application form along with required documents and conformance test reports.
Pay the non-refundable application fee.
A representative sample may be requested by ICASA for testing.

Types of Type Approval

Standard Type Approval:
    • Required for equipment not previously approved by ICASA.
    • Must include test reports, proof of payment, equipment photographs, user manuals, functional description, and schematic diagrams.
    • Additional documents may be requested by ICASA.

Successful applications result in a Type Approval Certificate; unsuccessful applications will receive a rejection letter with reasons.

Simplified Type Approval:
      • Applicable for equipment already listed on the ICASA Type Approval Register.
      • No test reports required, but the equipment must be identical to the previously approved version.
      • A representative sample may still be requested.
Applicable Standards
  • ICASA only recognizes standards issued by competent standardization bodies.
  • Equipment must comply with technical standards listed in the Technical Regulations.
  • Test reports must be from accredited testing laboratories (ATLs) and must be complete and unaltered.
Provisional Type Approval
  • Issued for up to 6 months for non-commercial purposes such as trials, demonstrations, or research.
  • Requires submission of test purpose, unit details, recipient details, test duration, geographical area, and proof of payment.
  • A report of the test must be submitted to ICASA within 30 days of the permit’s expiry.
  • All units used during the provisional period must be withdrawn if full Type Approval is not sought afterward.

Labeling Information

The ICASA issued certificate number(s) referred to in regulation (2)(b) shall
comply with the following format: TA XXXX-YYYY where:

(a) TA stands for Type Approval
(b) )000( is the year in which the Type Approval certificate was issued (e.g. 2011)
(c) YYYY is the sequential numbers issued by the Authority

E-LABELLING
Subject to regulation 3(4), E-labelling may be used as an alternative method of
displaying a Label. In instances where e-labelling is used, the documentation accompanying the
equipment must clearly explain how the user can access the label.
