The primary purpose of the NCCS is to protect sensitive information from unauthorized access, cyber threats, and other vulnerabilities that could compromise national security. It achieves this through rigorous testing, certification, and monitoring of communication equipment and infrastructure. By setting high standards for communication security, the NCCS plays a vital role in maintaining the confidentiality, integrity, and availability of information across government, military, and critical infrastructure sectors.

Com Sec NCCS Certification

Com Sec NCCS Certification refers to the Communication Security Certification process managed by the National Centre for Communication Security (NCCS). This certification is essential for ensuring that communication products and systems meet the highest security standards required to protect against threats, especially in sensitive sectors like government, military, and critical infrastructure.

Overview of Com Sec NCCS Certification

The Com Sec NCCS Certification process is designed to evaluate and certify communication devices, systems, and software to ensure they comply with national security standards and protocols. This certification is mandatory for any product that handles sensitive or classified information, ensuring that these products can withstand potential security threats.

Process to Obtain Com Sec NCCS Certification

  1. Pre-Certification Assessment:
    • Eligibility Check: The manufacturer or developer submits a request for certification, and the NCCS conducts an initial assessment to determine if the product qualifies for certification.
    • Security Requirements Identification: The NCCS identifies the specific security standards and requirements that the product must meet based on its intended use and environment.
  2. Documentation and Submission:
    • Technical Documentation Preparation: The manufacturer prepares comprehensive technical documentation detailing the product’s design, architecture, and security features.
  3. Testing and Evaluation:
    • Laboratory Testing: The product undergoes thorough testing in NCCS-accredited laboratories to assess its security features, such as encryption methods, access controls, and resilience against cyber threats.
    • Vulnerability Analysis: The NCCS conducts a detailed vulnerability analysis to identify any potential security weaknesses and ensure the product can resist various types of attacks.
  4. Review and Certification Decision:
    • Evaluation Report Compilation: The results of the testing and analysis are compiled into a detailed evaluation report by the NCCS.
    • Certification Decision: The NCCS reviews the evaluation report and decides whether to grant the Com Sec certification. If the product meets all required standards, certification is awarded. If not, the NCCS provides feedback for necessary improvements.
  5. Post-Certification Monitoring:
    • Ongoing Compliance Monitoring: Certified products may undergo periodic reviews and re-evaluations to ensure continued compliance with security standards as new threats emerge.
    • Security Updates: Manufacturers are required to maintain the security of certified products by providing regular updates and patches to address any new vulnerabilities.

Products Requiring Com Sec NCCS Certification

Currently there are 43 product ITSAR’s available in which 2 products – IP Router & WiFi CPE are notified under mandatory testing and security certification from 1st July 2024 under Communication Security Certification (ComSeC) scheme of MTCTE. Click Here to view the complete list of ITSAR’s.

Testing can take up to 10 weeks for a Router and 8 weeks for a WiFi CPE.

The testing and certification date have been categorised as below –

  1. For the products already certified for TEC (Technical) MTCTE – OEM’s may continue to import such equipment till 30th Sep, 2024. Any import of a telecom equipment beyond this date (i.e., w.e.f. 1st Oct, 2024), shall require mandatory security certification under applicable ITSAR.

NCCS has recently notified Voluntary Security Certification scheme of Optical Network Terminal (ONT) from 01/08/2024 and mandatory certification date from 01/02/2025 for non TEC certified products and 01/04/2025 for TEC certified products.

If these products are applied to NCCS before the mandatory certification date then it is considered as a Voluntary Certification Scheme and the administration and evaluation fee will not be levied.
