The Telecommunication Engineering Centre (TEC) is taking significant steps toward ensuring the safety and compliance of IP Connectable User Equipment through the Mandatory Testing & Certification of Telecom Equipment (MTCTE) Regime, as mandated by the Government of India.
The Essential Requirements (ERs) are being developed to cover several product categories, ensuring they meet the required standards for safe and efficient operation. The ER formulation process involves consultations with industry stakeholders through the Mandatory Testing Consultative Forum (MATCOF).
Products Covered Under the Essential Requirements:
The ERs will apply to the following product categories:
- Mobile Data Cards/Dongles
- Mobile User Equipment (mobile phone)
- Mobile Tablets
- Communication Modules
- Point of Sale (PoS) Devices
- IP Cameras
Apart from the usual EMI/EMC, electrical Safety and Radio testing, manufacturers will need to address the compliance of following parameters:
- IPv6
- IMEI
- Language support
- Emergency call support
- SAR – RF Exposure
- Cyber Security
Call for Input from Stakeholders
The draft ER for IP Connectable User Equipment is now available for review, and TEC is seeking comments and feedback from stakeholders. All inputs/comments must be submitted in track change mode by 30th September 2024 (Monday).
This is a critical opportunity for manufacturers, importers, and stakeholders to have a voice in the final ER formulation process. The MATCOF meeting notice will be shared in due course.

- Definitions
- Applicability of Standard
- Assessment of Compliance to SAR Limits
- Specific Conditions in SAR Measurement
- Documentation and Affixation Requirements
The appendices include the SAR Test Exclusion Thresholds for various frequency bands and distances, as well as a comprehensive list of abbreviations for ease of reference.
Appendices Include:
- Appendix-A: SAR Test Exclusion Thresholds for 100 MHz – 6 GHz and ≤ 50 mm
- Appendix-B: SAR Test Exclusion Thresholds for 100 MHz – 6 GHz and > 50 mm
- Appendix-C: SAR Test Exclusion Thresholds for < 100 MHz and < 200 mm
