Vietnam’s Ministry of Science and Technology issued Circular No. 01/2025/TT-BKHCN, introducing key updates to the licensing and technical standards applicable to certain radio communication devices. This new circular revises several sections of the earlier Circular No. 08/2021/TT-BTTTT, which outlines categories of radio equipment exempt from individual frequency licensing.
Effective from May 15, 2025
Key Highlights of the Revision
The updated regulation specifically revises Appendices 2, 10, and 16 of the 2021 circular. These appendices detail:
Types of radio equipment eligible for license exemption
Technical criteria that must be met to qualify for exemption
Operational guidelines for legally compliant use of such equipment
A revised appendix has been introduced to better define these requirements and provide a more structured reference for manufacturers and users.
Strategic Alignment with Spectrum Management Goals
These changes are aligned with Vietnam’s ongoing efforts to optimize national spectrum usage, in accordance with the country’s radio frequency spectrum planning policies set forth by prior government decisions and regulatory frameworks.
The Radio Frequency Department under the Ministry of Science and Technology will be responsible for implementing and monitoring compliance with the new provisions. Stakeholders—including manufacturers, importers, and users of relevant radio equipment—are advised to review the updated appendices thoroughly. Any questions or implementation issues should be addressed directly with the Department.
