The Telecommunication Engineering Centre (TEC) under the Department of Telecommunications (DoT) has released a new notification addressing the handling of multiple applications submitted for the same equipment with the same model number under the MTCTE (Mandatory Testing and Certification of Telecom Equipment) scheme.
This directive aims to prevent duplication in certification processes and ensure the integrity of conformity assessments for telecom equipment.
Key Highlights of the Notification
Avoid Multiple Applications
TEC has observed that some OEMs have submitted multiple MTCTE applications for identical equipment already covered under a valid certificate.
OEMs are therefore advised not to file multiple applications for the same model number if a valid Certificate of Conformity Assessment has already been issued.
Reporting Existing Certificates
If such duplicate applications or certificates exist, OEMs must inform TEC by email at adgtc2-tec-dot@gov.in no later than 31 January 2026.
Consequences of Duplicate Submissions
TEC has stated that if it is later found that multiple applications were filed for the same model number, all applications under process will be rejected and the existing certificate will be cancelled.
Exemption – Addition of Associated Models
The only exemption applies when an application is made solely for adding associated models to an already certified main model.
In such cases, the OEM must submit a declaration as per Annexure I (enclosed in the notification) confirming that no hardware or software changes have been made to the certified equipment, along with the relevant test reports.
This notification reinforces TEC’s efforts to streamline the MTCTE certification process and maintain transparency across applications. Manufacturers and OEMs are advised to review their active applications and certifications to ensure compliance with the latest TEC directive.
