Vietnam’s Ministry of Science and Technology (MST) has officially issued Circular No. 52/2025/TT-BKHCN, dated 31 December 2025, introducing a revised National Technical Regulation on Electromagnetic Compatibility (EMC) for mobile communications equipment.
The new regulation will come into effect on 16 February 2026, marking an important update for manufacturers and importers of cellular-related products entering the Vietnamese market.
Overview of the New Regulation
Circular No. 52/2025/TT-BKHCN publicly announces QCVN 86:2025/BKHCN, which sets out updated EMC requirements applicable to equipment used in digital cellular systems.
This regulation establishes the technical limits and compliance expectations for electromagnetic emissions and immunity, ensuring that mobile communications equipment operates without causing or being affected by electromagnetic interference.
Scope of QCVN 86:2025/BKHCN
The scope of the regulation covers:
Mobile terminals used in digital cellular networks
Ancillary equipment associated with digital cellular systems
Manufacturers and importers of such equipment are required to ensure that products placed on the Vietnamese market comply with the EMC requirements specified under QCVN 86:2025/BKHCN.
Replacement of Previous EMC Standards
With the issuance of this Circular, QCVN 86:2025/BKHCN replaces previous versions of the EMC technical regulation applicable to mobile devices.
As a result, all relevant cellular equipment must be evaluated against the updated EMC limits and testing procedures defined in the new regulation once it comes into force.
What This Means for Manufacturers and Importers
From 16 February 2026, compliance with QCVN 86:2025/BKHCN will be required for mobile terminals and associated equipment subject to EMC conformity in Vietnam. Manufacturers and importers should review existing compliance documentation and ensure that testing and conformity assessments align with the updated technical requirements.
