INMETRO Introduces Updated Conformity Requirements for IT Equipment in Brazil

The Instituto Nacional de Metrologia, Qualidade e Tecnologia (INMETRO) has published Ordinance No. 211/2026, introducing updated conformity assessment requirements for information technology (IT) equipment in Brazil.

The new ordinance updates existing certification, testing, and labelling frameworks, with a stronger emphasis on product safety, traceability, and conformity assessment through accredited bodies.

Key Changes Introduced

The updated framework reflects a shift toward more structured and standardised conformity assessment processes. One of the key developments is the increased reliance on accredited third-party certification bodies (Organismos de Certificação de Produto – OCPs), which play a central role in granting access to the INMETRO conformity mark.

Testing requirements have also been reinforced, with continued alignment to internationally recognised safety and electromagnetic compatibility (EMC) standards. In addition, updated labelling provisions introduce stricter requirements for product identification, traceability, and marking.

The ordinance also expands expectations around technical documentation, requiring manufacturers to maintain more comprehensive records, including product safety considerations and supporting technical evidence.

Scope of Affected Equipment

The updated requirements apply to a broad range of IT and data processing equipment, including:

  • Servers, storage systems, and data processing equipment
  • Networking devices such as switches, routers, and wireless access points
  • Desktop computers, laptops, and workstations
  • Monitors, displays, printers, and scanners
  • IT peripherals and related accessories

Manufacturers supplying these products to the Brazilian market should assess whether their equipment falls within the updated scope of the ordinance.

Implementation Timeline

Ordinance No. 211/2026 was officially published in 2026 and introduces a transition period to allow manufacturers to align with the revised requirements.

During this period, existing certifications may remain valid; however, products within the updated scope may require reassessment or re-certification once the applicable deadlines defined in the ordinance are reached.
