OFCA Releases Updated Hong Kong Table of Frequency Allocations Incorporating WRC-23 Outcomes

The Office of the Communications Authority (OFCA) has published an updated edition of the Hong Kong Table of Frequency Allocations, dated April 2026. The handbook reflects the latest outcomes of the World Radiocommunication Conference 2023 (WRC-23), with revised allocations taking effect from 1 January 2025 in accordance with the ITU Radio Regulations.

The handbook serves as the primary reference for spectrum management, radiocommunications system design, and related technical applications in Hong Kong.

Key Changes Introduced

The updated handbook incorporates WRC-23 decisions across several frequency bands, with the most significant changes involving the introduction of Inter-Satellite service allocations and revised allocations in higher frequency bands. The principal updates are as follows:

Inter-Satellite service allocations added across Ka-band frequencies (18.1 GHz to 30 GHz):

  • 18.1 to 18.4 GHz: Inter-Satellite added alongside Fixed, Fixed-Satellite, and Mobile
  • 18.4 to 18.6 GHz: Inter-Satellite added alongside Fixed, Fixed-Satellite, and Mobile
  • 18.8 to 19.3 GHz: Inter-Satellite added alongside Fixed, Fixed-Satellite, and Mobile
  • 19.3 to 19.7 GHz: Inter-Satellite added alongside Fixed, Fixed-Satellite, and Mobile
  • 19.7 to 20.1 GHz: Inter-Satellite added alongside Fixed-Satellite and Mobile-Satellite
  • 20.1 to 20.2 GHz: Inter-Satellite added alongside Fixed-Satellite and Mobile-Satellite
  • 27.5 to 28.5 GHz: Inter-Satellite added alongside Fixed, Fixed-Satellite, and Mobile
  • 28.5 to 29.5 GHz: Inter-Satellite added alongside Fixed, Fixed-Satellite, and Mobile
  • 29.5 to 29.9 GHz: Inter-Satellite added alongside Fixed-Satellite and Mobile-Satellite
  • 29.9 to 30 GHz: Inter-Satellite added alongside Fixed-Satellite, Mobile-Satellite, and Earth Exploration-Satellite

 

Revised allocations in the 235 to 248 GHz range:

  • 235 to 238 GHz: Fixed and Mobile services added to the existing Earth Exploration-Satellite, Fixed-Satellite, and Space Research allocations
  • 239.2 to 240 GHz: Earth Exploration-Satellite (passive) replaces Fixed and Mobile
  • 240 to 241 GHz: Earth Exploration-Satellite (passive) and Radiolocation replace Fixed and Mobile
  • 241 to 248 GHz: Subdivided into four sub-bands with varying combinations of Earth Exploration-Satellite (passive), Radio Astronomy, Radiolocation, Amateur, and Amateur-Satellite allocations

All allocations amended by WRC-23 are marked with an asterisk in the handbook for ease of reference.
