Manufacturers and exporters of ICT equipment to Saudi Arabia should prepare for a change in conformity requirements. The Saudi Standards, Metrology and Quality Organization (SASO) has issued a new standard, SASO 3114:2026 – “Requirements for Specific ICT Equipment,” which replaces the previous SASO CITC GEN-002 specification referenced in the Kingdom’s Technical Regulation for Communications and Information Technology Devices.
The change was announced in a bilingual circular published on the SABER conformity platform and carries two important deadlines that anyone exporting affected products should plan around now.
Background: From GEN-002 to SASO 3114:2026
The specification being replaced, GEN-002, originated with the Communications and Information Technology Commission (CITC), now the Communications, Space and Technology Commission (CST), and was later adopted by reference into the SASO technical regulation as “SASO CITC GEN-002.” It set the requirements for specific ICT device types.
SASO has now revised and replaced that specification with SASO 3114:2026, updating the requirements that affected ICT products must meet to obtain conformity certification for the Saudi market.
What Products Are Affected
The standard applies to specific categories of ICT equipment. Based on the scope of the specification it replaces, this typically includes device types such as mobile phones, tablets and computers, mobile routers, customer premises equipment (CPE), and cellular IoT devices.
Manufacturers should confirm whether their products fall within the scope of SASO 3114:2026, as this determines whether the new certification requirements apply.
The Two Key Deadlines
This transition is notable because it involves two separate dates: one for issuing new certificates, and a second, later one that affects certificates already in circulation.
1 November 2026 — new standard becomes mandatory. A grace period runs until 31 October 2026, during which certificates can still be issued under the old GEN-002 specification. From 1 November 2026, certificates of conformity for products within scope can only be issued if the products comply with SASO 3114:2026.
31 March 2027 — existing certificates expire. Certificates of conformity and shipment certificates already issued under GEN-002 remain usable only until 31 March 2027, after which they will be discontinued. For products already registered, this March 2027 date is effectively the operative deadline.
Why This Matters
The two-stage timeline means the change affects both new and existing certifications. Products entering the certification process from November 2026 must meet the new standard, while products already certified under GEN-002 will need to be recertified under SASO 3114:2026 before the March 2027 cut-off to continue being exported to Saudi Arabia.
Because product assessments, testing, and documentation updates take time, early preparation is the best way to avoid disruption to registrations, renewals, and shipments.
Businesses exporting affected ICT equipment to Saudi Arabia should:
- Identify which products fall within the scope of SASO 3114:2026.
- Review existing GEN-002 certificates and note the 31 March 2027 expiry that applies to them.
- Plan recertification and any additional testing well ahead of the 1 November 2026 deadline.
