Argentina’s Ente Nacional de Comunicaciones (ENACOM) has postponed the implementation of its new regulatory framework for the registration and certification of telecommunications equipment.
Through Resolution ENACOM 843/2026, published in the Official Gazette on 28 August 2026, ENACOM moved the effective date of the new Registro de Actividades y Materiales de Telecomunicaciones (RAMATEL) Regulation from 1 September 2026 to 1 December 2026.
The postponement provides additional time for ENACOM to complete the work required to implement the new procedure. Until the new framework takes effect, telecommunications equipment registrations will continue to be processed under the existing regulatory framework.
Background: Resolution ENACOM 57/2026
Earlier this year, ENACOM issued Resolution 57/2026, which introduced an updated procedure for the homologation of telecommunications equipment. The resolution approved new regulations covering:
- The Registro de Actividades y Materiales de Telecomunicaciones (RAMATEL)
- The Registry of Telecommunications Materials Testing Laboratories
- The Registry of Telecommunications Materials Certification Agencies
Under the original Resolution 57/2026, the new RAMATEL Regulation was scheduled to enter into force on 1 September 2026, alongside the repeal of several existing telecommunications equipment regulations.
What Has Changed?
ENACOM has now determined that the conditions necessary for the correct implementation of the new RAMATEL procedure were not yet in place within the originally established timeframe.
As a result, Resolution 843/2026 amends Articles 13 and 16 of Resolution 57/2026 and moves the implementation date to 1 December 2026.
Existing Registration Process Remains in Place
Importantly, the postponement does not create a regulatory gap. Until 1 December 2026, RAMATEL registrations will continue to be processed according to Resolution 729/80 and related provisions.
ENACOM also specifies that registrations made under the existing framework during this interim period will have a three-year validity period. After that period, they must be brought into compliance with the new RAMATEL Regulation; otherwise, they will be automatically removed from the register.
Repeal of Existing Regulations Also Delayed
Resolution 843/2026 also postpones the repeal of the existing regulatory provisions listed in Article 16 of Resolution 57/2026.
These regulations, including Resolution 729/80 and several other historical telecommunications equipment provisions, will now be repealed from 1 December 2026, rather than 1 September 2026.
What This Means for Manufacturers
For manufacturers and suppliers of telecommunications equipment, the postponement provides additional time before the new RAMATEL framework becomes mandatory.
Companies currently preparing for the new requirements should nevertheless continue reviewing their compliance strategy, as the postponement is a change in implementation date rather than a cancellation of the new framework.
Businesses planning new registrations before December 2026 can continue to use the existing registration process under Resolution 729/80 and related regulations. However, registrations obtained during this period will eventually need to transition to the new RAMATEL requirements after their three-year validity period.
