Hong Kong’s Office of the Communications Authority (OFCA) has published updated technical specifications for several categories of radio equipment. On 31 August 2026, OFCA issued new editions of three HKCA specifications, prescribed under the Telecommunications Ordinance (Cap. 106), covering industrial, scientific and medical (ISM) equipment and 4G LTE base station equipment.
These specifications set out the technical and evaluation requirements that equipment must meet to be certified under Hong Kong’s Telecommunications Equipment Evaluation and Certification (HKTEC) Scheme.
The Three Updated Specifications
- HKCA 1007, Issue 6 — Conformance Specification for Industrial, Scientific and Medical (ISM) Equipment
- HKCA 1056, Issue 3 — Performance Specification for Evolved Universal Terrestrial Radio Access (E-UTRA) Frequency Division Duplex (FDD) Base Station and Repeater
- HKCA 1072, Issue 2 — Performance Specification for Evolved Universal Terrestrial Radio Access (E-UTRA) Time Division Duplex (TDD) Base Station
What Changed
HKCA 1007 (ISM equipment). Issue 6 aligns the specification’s scope with the ISM Equipment (ISMEM) licence, reorganises the document by moving evaluation requirements into their own clause, adds a reference clause, and makes editorial updates. The technical requirements continue to reference the international CISPR 11 standard for ISM radio-frequency disturbance characteristics, and the specification lists the frequency ranges designated for ISM use in Hong Kong.
HKCA 1056 (E-UTRA FDD). Issue 3 clarifies the scope to expressly include Narrowband Internet of Things (NB-IoT) base stations, moves the updated list of operating frequency bands into the scope clause, and adds the relevant 3GPP standards. The specification continues to reference the applicable ETSI EN 301 908 series and 3GPP conformance standards for E-UTRA FDD base stations and repeaters.
HKCA 1072 (E-UTRA TDD). Issue 2 provides the updated performance specification for E-UTRA TDD base stations, keeping the requirements aligned with the current international standards.
Why This Matters
For manufacturers and suppliers of ISM equipment and 4G LTE base station infrastructure destined for Hong Kong, these specifications are the basis on which products are certified under the HKTEC Scheme. When OFCA issues a new edition, it updates the technical and evaluation requirements that products must meet, and the referenced international standards (CISPR 11 for ISM; the ETSI EN 301 908 series and 3GPP standards for E-UTRA).
The most notable substantive change is in HKCA 1056, where NB-IoT base stations are now expressly within scope, giving clearer certification coverage for that technology. Manufacturers should confirm they are certifying against the current issue of each specification.
What Manufacturers Should Do Now
Businesses supplying the affected equipment to the Hong Kong market should:
- Identify whether their products fall under HKCA 1007, HKCA 1056, or HKCA 1072.
- Review the updated issues to confirm what has changed for their equipment, particularly the NB-IoT scope clarification in HKCA 1056.
- Ensure testing and certification under the HKTEC Scheme references the current issue of each specification.
- Confirm that test reports align with the referenced CISPR, ETSI, and 3GPP standards.
