In the vide notification No. No. 488 dtd 27th Jan 2025, The Ministry of New and Renewable Energy (MNRE) has release a new order called “the Solar Systems, Devices, and Components Goods Order, 2025” which supersedes the previous Solar Photovoltaics, Systems, Devices, and Components Goods (Requirements for Compulsory Registration) Order, 2017. 6 months have been granted to this order to come into force. The date of implementation of this order is 26th July 2025 as of now.
A new condition of Efficiency Criteria at standard Test Condition (STC) has been added to this order for different types of photovoltaic (PV) modules.
- Mono Crystalline Silicon Terrestrial PV Modules: Min. efficiency of 18%
- Thin-Film Terrestrial PV Modules: Min. efficiency of 18%
- Poly Crystalline Silicon Terrestrial PV Modules: Min. efficiency of 17%
The BIS will be the certifying and enforcing authority. Market surveillance will also be conducted by BIS or Agencies notified by BIS in consultation with MNRE to maintain the integrity and safety of solar products.
Existing Registrations under the previous 2017 order remain valid until their expiry, after which new registrations will be required under this new 2025 order. Separate guidelines can be expected to be released by BIS for manufacturers to follow complying to this new 2025 order.
