Key Highlights from the Stakeholder Consultation on Migration to IS/IEC 62368:2023

On 11 July 2025, the Ministry of Electronics and Information Technology (MeitY), under the chairpersonship of Smt. Asha Nangia (Scientist-G, MeitY), held a stakeholder consultation to discuss the upcoming migration of products from IS 13252 (Part 1:2020) and IS 616:2017 to the newly published IS/IEC 62368:2023 (Edition 4).

This revision marks a major shift in India’s product safety framework, aligning with international practices for Audio/Video, ICT, and related equipment.

 

🔑 Key Highlights from the Consultation

  1. Scope of Migration

    • 42 product categories (27 under IS 13252 and 15 under IS 616) will migrate to IS/IEC 62368-2023.

    • A 3-year transition period will be provided for industry compliance.

  2. AR/VR Devices

    • Introduced as a new product category under CRO.

    • Implementation timeline: 6 months from notification (industry suggested extension to 1 year).

  3. Industry Concerns & Proposals

    • Strong appreciation for the 3-year migration timeline.

    • Request for series-based testing (testing representative models instead of full ranges).

    • Concern about handling BIS-registered products (R-numbers) for AMC, warranty, and replacements.

    • Proposal to simplify standard markings and consolidate overlapping product categories (e.g., “keyboards” and “wireless keyboards”).

  4. Clarifications from MeitY & BIS

    • All 42 categories will migrate together; phased migration will not apply.

    • Series-based testing not finalized yet; BIS will issue guidelines and expedite lab recognition.

    • Exemptions for R-number usage in special AMC/EoL cases may be considered.

    • Consolidation of categories (e.g., TVs, VDUs, keyboards) will be done during migration.

    • BIS confirmed that new marking guidelines may be reviewed based on industry input.

 

📌 Next Steps for Industry

  • Submit comments on migration timelines and AR/VR device category.

  • Provide inputs on series testing guidelines to MeitY.

  • Share implementation suggestions directly with BIS.

  • Submit representation to BIS on proposed changes to standard marking.

If no further comments are received, MeitY will move ahead with notifying:

  • Migration of all 42 product categories to IS/IEC 62368:2023 with a 3-year transition.

  • AR/VR devices with a 6-month timeline.
