National Commission for State Regulation in Electronic Communications and the Radio Frequency Spectrum (NCEC) issued Decision No. 362, revising the generalized conditions for the use of radio equipment and radiating devices. This amendment updates the earlier Resolution No. 81 (February 12, 2025) and introduces changes across several key sections of the regulation.
Newly Added Frequency Bands
A core highlight of the revision is the inclusion of Band 28 and Bands 77/78 into Ukraine’s regulatory framework for radio equipment approvals.
These bands are now recognized within the conformity approval process.
However, no operator licenses for commercial deployment have yet been assigned in these ranges. The change lays the groundwork for future spectrum utilization once licensing conditions are established.

The decision was issued under Article 65 of the Law “On Electronic Communications.”
Updates were informed by feedback from conformity assessment bodies and technical institutes, ensuring alignment with both practical and regulatory needs.
Specific amendments affect Sections 1–4, 6, 8, 10, 12, and 14 of the existing rules.

The Department of Radio Frequency Spectrum will publish the revised conditions on the official NCEC website.
