The Telecommunications Regulatory Commission of Sri Lanka (TRCSL) has officially introduced the Equipment Clearance System (ECS) — an online platform for managing type approval, exemption, and import clearance applications for telecommunications and electronic devices.
The ECS system aims to digitalise and streamline application submissions, replacing previous manual and email-based procedures.
ECS System Activation
The ECS portal is now active and accessible at https://ecs.trc.gov.lk. According to TRCSL, all new equipment-related applications — including type approval and import clearance requests — are required to be submitted through this platform going forward.
Applicants must log in using their ECS account credentials and submit all required documentation electronically.
New Requirement: One Unique Email per Vendor License
TRCSL has announced that each vendor license holder must use a unique email address for ECS submissions.
This means:
One vendor license = one dedicated email login.
Multiple vendor accounts can no longer be operated under a shared email address.
The change enhances transparency and ensures proper traceability of applications within the ECS platform.
Current Conditions to Type Approval Exemption Letters
Under the previous process, Type Approval Exemption Letters for equipment classified as Type Approval-Exempted were handled through direct submission to TRCSL.
Following the ECS rollout, there is currently no dedicated category or submission option on the ECS portal for Type Approval Exemption Letter applications.
Until an official procedure is confirmed by TRCSL:
Applications for Type Approval Exemption Letters cannot yet be submitted via the ECS system. However, note that Type Approval Exemption Letters are optional, and devices classified under the exempted category can be imported into Sri Lanka without any issue.
Hence, devices falling under the Type Approval-Exempted Category may continue to be imported into Sri Lanka.
For such imports, the local importer is required to submit the necessary documents directly to TRCSL at the time of applying for the import permit and/or during customs clearance. These documents typically include, but are not limited to:
- Technical specifications
- Test reports
- Product details and supporting documentation

Applicants encountering technical difficulties are advised to email the ECS Helpdesk with a description of the issue and relevant screenshots for faster resolution.
