BIS Issues Implementation Guidelines for Revised Standard IS 16102 (Part 1):2026 for Self-Ballasted LED Lamps

The Bureau of Indian Standards (BIS) has issued guidelines for the implementation of the revised Indian Standard IS 16102 (Part 1):2026, which replaces the earlier standard IS 16102 (Part 1):2012 for self-ballasted LED lamps for general lighting services. The updated standard introduces several technical revisions and establishes a transition period for manufacturers and licensees to comply with the new requirements.

Implementation Timeline

Key Technical Changes Introduced in IS 16102 (Part 1):2026

The revised standard introduces several updates to the requirements for self-ballasted LED lamps.

Significant changes include:

  • Rated input power of lamps has been covered up to 60W.

  • Test requirements for photobiological safety have been added.

  • LED lamps with non-removable rechargeable batteries are now included within the scope.

  • Test requirements for abnormal operating conditions have been added.

  • Ingress protection testing requirements have been introduced.

  • New marking requirement for lamps with bulbs not suitable for water contact.

  • New photobiological safety marking requirements have been added.

  • Test requirements for axial strength of Edison caps have been included.

  • Test requirements for fault conditions have been modified.

These updates aim to enhance product safety, performance evaluation, and marking requirements for LED lighting products.

Implementation Requirements for Existing Licensees

BIS has outlined specific implementation requirements for manufacturers currently holding licences under the previous standard.

Existing licensees must:

  • Implement IS 16102 (Part 1):2026 by 2 August 2026.

  • Submit complete test reports issued by BIS-recognised laboratories for all lead models previously tested under IS 16102 (Part 1):2012.

  • Provide an undertaking confirming that other series models covered under the licence also comply with IS 16102 (Part 1):2026.

Failure to complete these actions by the implementation deadline may result in cancellation of the licence or deletion of the model from the licence scope.

Requirements for New Applicants

The guidelines also clarify how applications will be handled during the transition period.

For applications already submitted or where samples have been provided to laboratories, processing may continue under the previous standard IS 16102 (Part 1):2012.

For new applications, processing may be carried out under either the old or revised standard until the implementation deadline, provided the applicant submits a declaration committing to implement the revised standard by 2 August 2026.

After the implementation deadline, no licences will be granted under the previous standard.

Changes in Scope of Licence

For requests related to changes in the scope of an existing licence, the same transition rules applicable to applicants will apply.

Processing under the previous standard will be allowed only until the licensee switches to the revised standard or until the implementation deadline, whichever occurs earlier.

Manufacturers of self-ballasted LED lamps intended for the Indian market should review the revised standard and ensure that their products meet the updated requirements before the transition deadline.
