Singapore and Japan Sign Cooperation Agreement on Mutual Recognition of IoT Cybersecurity Schemes

The Cyber Security Agency of Singapore (CSA) has announced that Singapore and Japan have signed a Memorandum of Cooperation (MoC) to support the mutual recognition of Internet of Things (IoT) cybersecurity labelling schemes.

This development marks an important step towards international alignment of IoT cybersecurity requirements, helping reduce regulatory fragmentation for connected devices.

Objective of the Cooperation

The MoC aims to facilitate mutual recognition between Singapore’s Cybersecurity Labelling Scheme (CLS) and Japan’s equivalent IoT cybersecurity framework.

Through this cooperation, both countries intend to:

  • Promote greater interoperability between national IoT cybersecurity schemes
  • Reduce duplicate testing and certification requirements
  • Support cross-border market access for IoT devices

Scope of the Agreement

The agreement focuses on strengthening collaboration in areas related to IoT device cybersecurity assurance, including:

  • Alignment of technical requirements and evaluation criteria
  • Sharing of best practices and regulatory approaches
  • Supporting the recognition of certified devices across both markets

This initiative reflects broader global efforts to harmonise cybersecurity requirements for connected devices.

The collaboration between Singapore and Japan highlights a growing trend towards mutual recognition of cybersecurity frameworks, which is expected to play a key role in:

  • Enhancing trust in connected devices
  • Supporting secure digital ecosystems
  • Reducing barriers to international trade in IoT products

Impact on Manufacturers

For manufacturers of IoT devices, this cooperation may:

  • Simplify compliance processes across Singapore and Japan
  • Reduce the need for separate certification in each jurisdiction
  • Improve efficiency in bringing products to multiple markets

The move is particularly relevant for companies developing consumer IoT, smart home, and connected technologies.
