Updates Licence Validity and Fee Requirements Under Scheme-II

The Bureau of Indian Standards (BIS), under the Department of Consumer Affairs, Government of India, has announced revisions to the validity and continuation requirements for licences under Scheme-II, pursuant to the amendment dated 25 February 2026 to the BIS (Conformity Assessment) Regulations, 2018. What Has Changed Under Scheme-II?

Scheme-II governs the licensing of manufacturers to use the BIS Standard Mark (ISI Mark) on their products. The following changes now apply:

1. Initial Licence Validity Extended to 5 Years Licences to use the Standard Mark will now be granted initially for a period of five years, with fees payable on an annual basis.

2. Renewal for a Further 5 Years Upon expiry, licences may be renewed for a further period of five years, again with fees payable annually.

3. Annual Advance Fee Payment Required Applicable fees — whether for the grant, renewal, or continuation of a licence — must be paid annually in advance by the prescribed due date. This applies to all active licence holders throughout the licence period.

4. Non-Payment Triggers Suspension or Cancellation If the annual fee and production details are not received by the due date, the suspension, deferment, and cancellation/expiry provisions under the BIS (Conformity Assessment) Regulations, 2018 (as amended) will apply.

BIS advises all applicants and licensees to ensure timely payment of annual fees along with submission of production details.

These changes apply to manufacturers — both domestic and foreign — holding or applying for BIS Standard Mark licences under Scheme-II. While the move to a 5-year validity period reduces the frequency of formal renewals, the introduction of mandatory annual fee payments and production reporting means that ongoing compliance management is more important than ever. Missing a payment or submission deadline can trigger suspension or cancellation of the licence, directly affecting the ability to legally sell products in India.
