Brazil’s telecommunications regulator, ANATEL, has begun transitioning its product certification and homologation processes from the current Mosaico-SCH platform to a new system called Certifica. The change affects how applicant companies and their certification bodies interact with ANATEL, and it introduces registration and authorization steps that companies should put in place now to avoid disruption.
What Is Changing
Certifica is the new digital platform ANATEL is preparing to replace the Mosaico-SCH module used for conformity assessment and homologation of telecommunications products. The system is formally recognised in ANATEL’s own documentation as a finalistic system of the Agency (registered under Portaria ANATEL nº 3.109/2025).
The most significant practical change concerns how representation between the applicant company and its Designated Certification Body (OCD) is handled. Under the new system, this representation must be granted by the company through the SEI-Anatel platform (ANATEL’s electronic information system).
What Applicant Companies Must Do
To submit certification and homologation processes under Certifica, companies need to ensure two things are in place:
- Registration in SEI-Anatel. Representatives involved in homologation processes must be registered as External Users in SEI-Anatel, with the legal representative correctly linked to the company’s CNPJ.
- Electronic authorization (power of attorney) for the OCD. The company must grant its OCD the appropriate authorization in SEI-Anatel. ANATEL clarified these requirements in Ofício nº 292/2026/ORCN/SOR-ANATEL (issued 7 August 2026), specifying that the minimum authorization needed is “Operate Product Certification and Homologation Systems” (Operar Sistemas de Certificação e Homologação de Produtos).
Without this registration and authorization, a representative will not be able to submit homologation requests through Certifica. Incomplete registration or company linkage can also affect the continuity of ongoing certification processes and the submission of new applications, creating potential delays to regulatory timelines and product launches.
Timeline
ANATEL’s indicated schedule points to full operation of Certifica around 31 August 2026, following the completion of a testing round. However, this date should be treated as a forecast rather than a firm cutover: ANATEL has stated the schedule may change as implementation progresses, and market-circulated dates should be confirmed directly with ANATEL or your certification body. Because of this, the safest approach is to complete the required SEI-Anatel steps early rather than waiting for a final confirmed date.
Why This Matters
For manufacturers and importers with products going through ANATEL certification, the migration is primarily an administrative readiness issue, but one with real consequences if left unaddressed. A missing SEI-Anatel registration or an ungranted OCD authorization can hold up new submissions and disrupt in-progress processes, directly affecting certification planning and time-to-market.
Acting early also reduces the risk of delays caused by registration discrepancies, unavailable corporate documents, or difficulties accessing the system during the transition.
What Manufacturers Should Do Now
Companies with products certified through ANATEL should:
- Review their SEI-Anatel registration status and confirm the legal representative is correctly registered and linked to the company’s CNPJ.
- Grant (or confirm) the required electronic authorization for their OCD in SEI-Anatel, using the correct permission profile.
- Coordinate with their certification body to confirm the steps specific to their ongoing and upcoming processes.
- Monitor ANATEL’s communications for the confirmed Certifica go-live date and any migration handling for already-submitted processes.
