BIS Issues Licensing Guidelines for Smartphone Glass Screen Protectors (IS 19348:2025)

Following the inclusion of smartphone glass screen protectors under India’s Compulsory Registration Scheme (CRS), the Bureau of Indian Standards (BIS) has now published the guidelines manufacturers must follow to obtain a licence. In a notice dated 15 October 2026 (Ref: CMD-2/16: IS 19348), BIS set out how licences will be granted, the scope they cover, and the testing and marking requirements that apply.

This builds on MeitY’s earlier amendment to the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021, which added glass screen protectors for smartphones as the 66th entry in the Schedule. These products must conform to IS 19348:2025 (“Glass Screen Protector — Specification”) and bear the BIS Standard Mark under a licence granted through Scheme II of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.

How the Licence Works

Licensing follows the registration route based on self-declaration of conformity under Scheme II. Manufacturers apply to BIS for a licence to use the Standard Mark on glass screen protectors meeting IS 19348:2025, with the detailed registration process available on the BIS website.

The guidelines came into force with immediate effect, and all other provisions of Scheme II and IS 19348:2025 remain unchanged.

Product Coverage and Scope of Licence

The guidelines define clearly what a licence covers, and the scope is tied to specific product characteristics:

  • Product coverage. Glass screen protectors used on smartphones (as defined under Clause 3.3 of IS 19348), with or without a privacy film, made in declared (nominal) dimensions within the tolerances specified in Clause 4.1.1 and Table 1 of IS 19348.
  • Declared scope. Manufacturers identify and declare the specific products they wish to produce, and the licence scope records the product, make and model, the dimension range (length × width × thickness, from a minimum up to and including a maximum), the associated drawing number, and whether a privacy film is included.

Because the scope is tied to make, model, dimension range, and privacy-film status, new sizes or models require a change in scope of the licence.

Testing Requirements

For testing, the guidelines specify:

  • Sample quantity: 40 pieces for complete testing (the detailed sampling plan is in Table 3, Annex D of IS 19348).
  • Details to declare in the test request: the intended device, dimensions (length × width × thickness in mm), whether a privacy film applies (yes/no), the make and model number, and a drawing of the product where applicable.

Manufacturers must declare these sample details when submitting products to the laboratory, both for an initial licence and for any change in scope.

Marking Requirements

Packing and marking must follow Clause 5 of IS 19348:2025, with two additional requirements:

  • The BIS Standard Mark (CRS Mark), as given in the licence document, must appear on the glass screen protector and on the test certificate (where one is provided), provided the marked material conforms to the specification.
  • Each piece must additionally be fog-marked, legibly, with the make and model number (as the product identification code) and an indication of the source and year of manufacture.

Series Guidelines

All models of glass screen protectors must comply with IS 19348. The guidelines note that MeitY may formulate series guidelines for the operation of licences granted through registration, which could affect how models are grouped and tested.

Why This Matters

For manufacturers and importers in the mobile accessories space, these guidelines turn the earlier CRS inclusion into a concrete, actionable process. The scope rules in particular are worth close attention: because a licence is tied to specific models, dimensions, and privacy-film status, product ranges with many variants will need to plan carefully for how models are declared, tested, and brought within scope, and factor in changes of scope as new products are introduced.

What Manufacturers Should Do Now

Businesses placing smartphone glass screen protectors on the Indian market should:

  • Map their model range against IS 19348:2025, identifying the dimensions, variants, and privacy-film options to be covered.
  • Plan testing early, allowing for the 40-piece sample requirement and the declaration details needed for each test request.
  • Apply for a licence under Scheme II through the BIS registration route, and plan for changes in scope as new sizes or models are added.
  • Prepare product and test-certificate marking, including the BIS Standard Mark and the required fog-marking on each piece.
