Argentina’s National Communications Entity (ENACOM) is introducing significant changes to how telecommunications equipment is homologated. Through Resolution ENACOM No. 57/2026, ENACOM has updated the regulatory framework for the Registry of Telecommunications Activities and Materials (RAMATEL). Under a separate resolution, Resolution ENACOM No. 843/2026, the new framework enters into full force on 1 December 2026.
Until that date, RAMATEL registrations continue to be processed under the existing procedures (Resolution No. 729/80 of the former Secretariat of Communications and related rules).
Background: RAMATEL and ENACOM Homologation
ENACOM is responsible for standardising communications equipment in Argentina. Equipment that uses radio spectrum, or that connects to public communications networks, must be homologated and recorded in the RAMATEL Registry of Materials, and companies that manufacture, import, or represent foreign manufacturers must be registered in the RAMATEL Registry of Activities. Test reports supporting a homologation application are issued by laboratories accredited by ENACOM.
Resolution 57/2026 modernises this framework, updating how registration, conformity assessment, and oversight work.
Key Changes Under the New Framework
Based on the updated framework, the main changes include:
- Greater role for certification bodies and testing laboratories. The process places increased reliance on recognised certification bodies and accredited testing laboratories.
- A shift toward permanent registration. The framework moves toward permanent registration, with greater emphasis on market surveillance and ongoing compliance rather than fixed-term renewals.
- Family-model registration. Products that share similar technical characteristics can be registered as a family, streamlining registration for related models.
- Updated conformity assessment and documentation requirements. Requirements for conformity assessment, technical documentation, and certification bodies have been revised.
- Continued importance of RAMATEL registration and equipment identification. RAMATEL registration and the regulatory identification of equipment remain central to market access.
- Transitional provisions for existing registrations. The framework includes transitional arrangements for registrations already in place, with a transition period reported to extend into early 2029.
Timeline
- Now until 30 November 2026: RAMATEL registrations continue under the existing procedures (Resolution 729/80 and related rules).
- 1 December 2026: The new framework under Resolution 57/2026 enters into full force, as set by Resolution 843/2026.
Why This Matters
For manufacturers, importers, and local representatives placing telecom equipment on the Argentine market, this is a structural change to the homologation process, not just a procedural tweak. The move toward permanent registration with ongoing market surveillance, the greater role for certification bodies, and the option of family-model registration all change how companies plan and maintain their Argentine approvals.
Because the new framework takes effect on 1 December 2026, and existing registrations are subject to transitional provisions, companies should understand now how their current and planned registrations will be treated under the new rules.
What Manufacturers Should Do Now
Businesses placing telecom equipment on the Argentine market should:
- Review how their current RAMATEL registrations will be handled under the transitional provisions.
- Plan new registrations around the 1 December 2026 effective date, noting that applications before then follow the existing procedures.
- Consider whether family-model registration could streamline approvals for related products.
- Confirm the updated conformity assessment, documentation, and certification-body requirements for their products.
