Taiwan NCC Updates Recognized Testing Laboratories for Telecom Equipment

On April 2, 2025, Taiwan’s National Communications Commission (NCC) released updated lists of recognized testing laboratories authorized to conduct compliance testing for telecommunications equipment under Taiwan’s technical regulations. The announcement includes two separate documents: one listing foreign testing laboratories and the other listing domestic labs.

Foreign Recognized Testing Laboratories – EMC Specification Update


A key update for foreign labs involves changes to electromagnetic compatibility (EMC) testing requirements. Effective March 1, 2024, and in accordance with the revised Section 6.7 of the Technical Specifications for Mobile Telecommunications Terminal Equipment, the NCC now accepts EMC test reports that comply with CNS 15936 or other international standards issued by recognized regulatory authorities—excluding CNS 13438.

To be valid, EMC test reports must be issued by:

Taiwan’s Bureau of Standards, Metrology and Inspection (BSMI), or

A foreign laboratory recognized under a Mutual Recognition Agreement (MRA CAB).

Domestic Recognized Testing Laboratories – EMC Testing for TTE
The updated domestic lab list provides essential details, including contact information, authorized scope of testing, and recognition validity periods. For telecommunication terminal equipment (TTE), the NCC continues to accept EMC test reports based on CNS 13438 C6357, as long as they are issued by:

BSMI, or

Domestic labs recognized by BSMI, including those approved under MRAs.

This update reinforces regulatory consistency while offering domestic labs continued flexibility in conducting EMC evaluations for TTE products.
