Bermuda Eases Type Approval Rules for Bluetooth and Wi-Fi Devices

The Regulatory Authority of Bermuda (RA) has introduced a significant change to its type approval framework, streamlining the process for low-risk wireless equipment. As of February 14, 2025, devices that operate exclusively on Bluetooth or Wi-Fi frequencies are no longer subject to Bermuda’s individual type approval requirements—provided they meet recognized international compliance standards.

Type Approval Framework in Bermuda


According to the Telecommunications Act 1986, any radio communication equipment intended for use within Bermuda must undergo type approval. This ensures devices adhere to technical standards that prevent interference and maintain network integrity.

Accepted certifications must demonstrate compliance with standards set by at least one of the following international authorities:

Federal Communications Commission (FCC), USA

Innovation, Science and Economic Development (ISED), Canada

International Telecommunication Union (ITU)

Although Bermuda does not conduct in-country testing, it accepts compliance reports and certifications issued by these internationally recognized agencies.

Scope of the New Exemption


Under the new exemption, wireless devices that operate solely via Bluetooth and/or Wi-Fi—within specific technical parameters—are considered pre-approved and no longer require formal type approval.

Key conditions for exemption include:
  • The device must function exclusively on Bluetooth and/or Wi-Fi frequencies.
  • It must operate within the designated frequency bands and power output limits.
  • It must not incorporate other radio technologies or mixed-frequency capabilities.
  • Devices falling outside these parameters must still follow the full type approval process.
Manufacturer and Importer Responsibilities


Even with the exemption, manufacturers and importers remain responsible for ensuring compliance with all technical and safety requirements. Specifically:

  • Devices must meet the technical standards of the FCC, ISED, or ETSI (European Telecommunications Standards Institute).
  • All equipment must bear the appropriate regulatory compliance labels or markings.
  • Operation outside of approved frequency ranges or power limits is strictly prohibited.
  • A reference table summarizing the applicable frequency bands, output limits, and IEEE standards is maintained by the RA for clarity.
Regulatory Intent and Market Impact


This regulatory update reflects Bermuda’s commitment to aligning with global best practices. By removing unnecessary administrative barriers for low-risk devices, the RA aims to facilitate faster market access, reduce costs for importers and manufacturers, and maintain robust oversight without compromising safety or interference protections.
