India’s BIS Issues Implementation Guidelines for Revised IS 10322:2026 Series for LED Luminaires

The Bureau of Indian Standards (BIS) has issued implementation guidelines for the revised IS 10322:2026 series, applicable to LED luminaires covered under the Compulsory Registration Order (CRO). The updated standards apply to a wide range of LED luminaire categories, including fixed, recessed, street lighting, flood lights, hand lamps, lighting chains, and emergency luminaires.

  • All of these are now aligned with the revised IS 10322 (Part 1):2026, which replaces IS 10322 (Part 1):2014 as the base standard.

 

These revisions update both technical requirements and certification obligations, and manufacturers will need to transition to the new standards within the specified timeline to maintain compliance in the Indian market.

Key Technical Updates

The revision introduces several important changes aimed at strengthening safety and performance requirements.

Some of the most notable updates include:

  • Introduction of IPX9 protection requirements and expanded environmental considerations
  • Inclusion of electromagnetic field (EMF) safety requirements
  • Expansion of photobiological safety requirements
  • New provisions addressing mechanical hazards, such as protection against fast rotating parts
  • Introduction of PELV systems and additional SELV-related requirements
  • Updated criteria for electric shock protection, including touch voltage and current limits

Additional updates have also been introduced across specific product categories. For example, new requirements have been added for air-handling luminaires, glass strength testing for flood lights, and battery/EDLC-operated luminaires, along with updated marking provisions.

Implementation Timeline

What Existing Licensees Need to Do

Existing BIS license holders are required to transition to the revised standards within the defined timeline.

This includes:

  • Submitting complete test reports from BIS-recognised laboratories for all lead models
  • Providing an undertaking confirming compliance of all series models
  • Ensuring full compliance with the revised standard before 2 August 2026

Failure to meet these requirements may result in cancellation of licences or removal of models from the licence scope.

What This Means for New Applications

During the transition period, applications may still be processed under either the old or revised standards. However, where the old standard is used, applicants must provide a declaration confirming migration to the revised standard by the deadline.

After 2 August 2026, BIS will only accept applications under the revised IS 10322:2026 standards.
