Singapore’s Info-communications Media Development Authority (IMDA) has announced a set of updates to its equipment registration framework, effective 27 August 2026. The changes introduce more digital-first registration pathways, expand the options available to manufacturers, and reinforce several existing compliance requirements.
Here is what manufacturers, importers, and suppliers registering equipment for the Singapore market need to know.
Expanded Registration Options
IoT equipment can now use the Simplified Equipment Registration (SER) scheme. Eligible IoT equipment, including NB-IoT and CAT-M modules, can now be registered under the SER scheme in addition to the General Equipment Registration (GER) scheme via the GoBusiness Portal. Manufacturers should register NB-IoT/CAT-M modules under SER where the scheme’s requirements are met and the product complies with IMDA TS IOT.
New eUICC requirements for equipment with eSIM. IMDA has introduced two new eUICC technical specifications for equipment supporting eSIM: eUICC Subscription Management Technology for Consumer Devices (Consumer eSIM), and for M2M Devices (M2M eSIM). Applicants should select the applicable eUICC standard in their online application and ensure compliance with the relevant IMDA TS eUICC SMT standard(s).
Online registration for Residential Gateways under IMDA TS RG-SEC Issue 2. New Residential Gateways (RGs) complying with IMDA TS RG-SEC Issue 2 can now be registered online. Registration under RG-SEC Issue 1 remains available until 7 December 2026. Existing registrations of non-compliant models will be cancelled from IMDA’s records after 31 December 2027.
Now Available Online
M2M equipment using overseas SIMs. From 27 August 2026, all M2M equipment, whether using a local or overseas SIM, can be registered online on the GoBusiness Portal. Suppliers can now register and renew this equipment online rather than through offline processes.
Cellular Mobile Terminals — online selection of Bands 26 and 28. Bands 26 and 28 are now selectable options in the online application for Cellular Mobile Terminals, replacing free-text entry in the “Additional Frequency” field. Where equipment supports these bands, applicants should select them in the application; applications including Band 26 must be supported with FCC Part 22H and 90S lab test reports.
Important Reminder: Disable 2G by Default
IMDA has reiterated that, under Section 5.2.3 of IMDA TS CMT, 2G connectivity must be disabled by default for cellular mobile terminals. Handsets that do not comply with this requirement will be removed from IMDA’s equipment registration records after 31 December 2026.
Why This Matters
The overall direction is toward faster, fully online registration, but several of the changes carry firm deadlines. RG suppliers need to plan their transition to RG-SEC Issue 2, and mobile handset suppliers must ensure their products meet the 2G-disable requirement before the end of 2026 to avoid being removed from IMDA’s records. The expanded SER pathway and new online options, meanwhile, offer opportunities to streamline registration for eligible products.
What This Means for Manufacturers and Suppliers
Businesses registering telecommunication equipment for the Singapore market should:
- Review whether eligible NB-IoT/CAT-M IoT equipment can be registered under the SER scheme.
- Identify the applicable eUICC specification (Consumer and/or M2M) for any eSIM-enabled equipment.
- Plan Residential Gateway registrations around the RG-SEC Issue 1 and Issue 2 timelines (7 December 2026 and 31 December 2027).
- Confirm that cellular mobile terminals disable 2G by default, ahead of the 31 December 2026 records cleanup.
- Take advantage of the new online pathways for M2M equipment and cellular band selection.
