Manufacturers seeking type approval in Malaysia should prepare for an expanded electromagnetic compatibility (EMC) requirement. In announcement SQASI/CMCS/1/26/011, dated 13 October 2026, SIRIM QAS International confirmed that the EMC requirements under MCMC MTSFB TC T022:2026 (Communications Equipment – Baseline Requirements) cover both emission and immunity, and that these will be fully implemented from 5 November 2026.
Previously, SIRIM type approval assessed only EMC emission. From 5 November 2026, communications equipment within the EMC scope of T022:2026 must also meet the applicable EMC immunity requirements.
Background: The T022:2026 Baseline Code
MCMC MTSFB TC T022:2026 was registered as an MCMC technical code on 5 May 2026. It consolidates the common “baseline” requirements that apply across many equipment categories, including product marking, electrical safety, power supply, and EMC, into a single referenceable code. Product-specific codes now sit alongside T022, so compliance is assessed against both the product code and the baseline code.
This latest SIRIM announcement puts the EMC immunity element of that baseline code into full effect.
What Is Changing
The change affects both new applications and existing approvals:
- New type approval applications. Files must now include test results for both EMC emission and immunity. Test results may come from a SIRIM laboratory or an accredited external laboratory.
- Existing type approvals. Standard renewal is no longer available for approvals that now fall within the immunity scope. Instead, certificate holders must file a Parallel by Comparison (PBC) application. Because emission compliance was already confirmed under the original approval, the PBC review assesses only the device’s immunity.
- Reports lacking immunity data. If an existing test report does not cover immunity, fresh testing must be carried out under the applicable standards.
Assessment Fees
According to the announcement, the fee structure is as follows:
- EMC emission assessment for new applications remains at the original RM300.
- Where the immunity test report comes from an external laboratory, an additional assessment fee of RM500 applies.
- Where the immunity report comes from a SIRIM laboratory, no additional fee applies.
The PBC route for existing approvals follows the same fee basis as a new application.
Why This Matters
For manufacturers and importers, this is a near-term change with real implications for both documentation and planning. EMC test files that previously satisfied SIRIM on emission alone will no longer be sufficient, and renewals can no longer proceed the usual way for affected products.
The most immediate risk is to approvals due for renewal, which now require a PBC application with immunity evidence. Products whose existing reports don’t include immunity data will need fresh testing, which takes time to arrange, so checking reports and renewal dates early is essential.
What Manufacturers Should Do Now
Businesses with communications equipment for the Malaysian market should:
- Review their existing Malaysian EMC test reports to confirm whether immunity results are already included.
- Check the renewal dates of existing approvals and plan for the Parallel by Comparison route where immunity is now required.
- Ensure new type approval applications include both emission and immunity test results.
- Arrange any necessary immunity testing early, noting the fee difference between SIRIM and external laboratory reports.
