Bureau of Indian Standards (BIS): Product Certification Framework

An Introduction To BIS Scheme-X

Scheme-X is a product certification framework introduced by the Bureau of Indian Standards (BIS) under the Bureau of Indian Standards (Conformity Assessment) Amendment Regulations, 2022. This scheme-X is developed to ensure that assemblies, sub-assemblies, and machine tools meet stringent safety and technical standards before entering the Indian market. It specifically targets machinery such as generators, pumps, compressors, welding machines, elevators, escalators, cranes, conveyors etc. and electrical equipment, aligning Indian safety standards with global benchmarks. 

Who can apply?

This certification scheme i.e. Scheme-X is specifically tailored for domestic and foreign manufacturers, catering to the products enlisted in the QCOs: EEQCO (Electrical Equipment (Quality Control) Order, 2020 and its amendments) and OTR (Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024 and its amendment).  

This certification ensures a comprehensive coverage across different production sectors. It is important to note that the applicants for this scheme are the firms, manufacturers, or factories engaged in the production of the notified products, regardless of their origin.  

Scope of Scheme-X

a). BIS may grant a license to the manufacturer for the conformity of the products to the technical expectations outlined in the relevant Indian Standards or essential requirements or both. 

b). In addition, the manufacturer may opt for the conformity of management system to the specified requirements given in standard as per the provisions laid down in Scheme – III of the said regulation except the provisions of forms and fee specified in Scheme – III 

c). BIS may grant certificate of conformity (CoC) instead of licence in case the product is not desired to be manufactured on a continuous basis and in such a case, the manufacturer shall not be authorised to use the Standard mark.

The Certification Process

Phase 1: Selection of Indian Standard

Applicants must select the product category and relevant Indian Standard as per the specified requirements in QCO.

Phase 2: Preparation of Technical Documentation

A comprehensive technical file, including product descriptions (variety, grade, size, type etc.), product images, designs, drawings, identification and traceability of product, manufacturing process, raw materials, quality assurance measures details, instructions for use, maintenance etc., must be prepared.  

Phase 3: Application Submission

Applications are submitted via the BIS Manak online portal for Domestic Manufacturers. 

For Foreign Manufacturers, currently there is a google form created by BIS to apply

Phase 4: Evaluation and Inspection

BIS will evaluate the submitted application and technical file and may conduct on-site inspections at the manufacturing facility or any other site, if required.

Phase 5: BIS Inspection Report

Any inadequacy or non-conformity observed (including any issue in product compliance report) during the inspection visit, shall be communicated in writing to the applicant. The applicants must complete the activities specified for their correctness and conformance to the specified requirements within the stipulated time.

Phase 6: Grant of License or Certificate

Upon successful evaluation based on the findings of the review and conformity of the product to the specified requirements and payment of the necessary fees, BIS grants the manufacturer a license or Certificate of Conformity, allowing them to apply the BIS Standard Mark on their products.

Validity and Renewal

The license is initially granted for a period of 3 years and can be requested upto 6 years based on the fees submitted to the government. Manufacturers must apply for renewal at least two months before the license validity date. The renewed license will be valid for a further period of 3 to 6 years.

Labelling and Marking Requirements

1. Each product or the package or both shall be marked with the Standard Mark in case of licence, as specified below: 
 

2. If the Standard Mark cannot be applied on the product or the packaging physically, it shall be given on the test certificate. 
 

3. The product details as per the specified requirement which may include, but it is not limited to, variety, lot or batch or serial number, date or week of manufacturing, brand name, trademark, complete address of manufacturer shall be marked on either the product or the packaging or both contained in a label attached to the product. 
 

4. For certificate of conformity, the certificate of conformity number shall be marked on the product or package or both. The copy of certificate of conformity shall be provided with the product. 
 

5. For any specific product, additional labelling and marking requirements including usage of Standard Mark under a licence may be specified by the Bureau in the relevant product specific guidelines which shall be complied. 

Turn Around Time (TAT)

For domestic manufacturers, the timeline of the Scheme-X certification is around 1-2 months. For foreign manufacturers, it usually requires 5 to 6 months to complete.

Local Representation

The foreign manufacturers must appoint any Indian entiry to act as their authorised Indian representative and shall duly execute the requisite documentation (Agreement and Indemnity bond).

Surveillance

BIS shall have the right to carry out surveillance during the operation of licence at any time with or without prior intimation to verify continued compliance to the specified requirements.

Cancellation of licence or certificate of conformity

 The Bureau may cancel licence or certificate of conformity or refuse renewal of licence, if – 

(a) the manufacturer has indulged in misuse of the licence or certificate of conformity; 

(b) has made false declaration in relation to the certification or indulged in falsification of records or unfair trade practices; 

(c) suspension of licence exceed more than one year; 

(d) the manufacturer has violated any conditions of the licence or certificate of conformity.
